A native Virginian, Joe has extensive experience in the civil and structural engineering fields.  His work included engineering residential and commercial land and building development.  This included dealing with governmental agencies (federal, state and local) that had approval rights.  Much of Joe’s career included working as Lead Civil, Design and Project Engineer at Reynolds Metals.  While at Reynolds, his work included design of industrial building and additions to industrial buildings used in the manufacturing.  While at Reynolds Joe was a member of the prestigious process safety team that established procedures and controls on the use and handling of hazardous chemicals within the company as mandated by OSHA.
 Civil Engineering Experience: 
Prepared plans and specifications for the development of commercial, industrial, and residential properties.  Work involved dealing with Federal, State, and local agencies in matters related to site development plans; matters related to zoning, transportation (roads, streets, and railroads), storm sewer, sanitary sewers, gas and water lines, grading, runoff retention, cost estimates for site work; coordination of civil work with architect and other engineering disciplines; serving as clients representative in dealing with contractors. 
 Structural Engineer Experience: 
Prepared plans and specifications for the structural design of commercial and institutional type buildings using both steel and concrete.  Coordinated with architect and other engineering disciplines regarding details and mutual problems in structural design.  Developed computer programs related to structural design.
